Dear Minister Whitby,
I am writing to express my deep concern and frustration regarding the continuing illegal operation of the Permacast concrete works in Cardup, despite the Prevention Notice issued on 09 August 2023.
This issue has severe implications for the well-being of nearby residents, as well as the environment, and raises important questions about the government's commitment to public health and environmental protection.
The operation of the Permacast concrete works has been a source of great distress for the residents living in close proximity to the facility. The use of stressing beds that emit loud, low-frequency sound waves has created a living nightmare for these individuals, affecting their physical and mental health. The persistent noise pollution is not only a nuisance but also poses a substantial risk to their overall well-being.
Furthermore, it is alarming to note that the Permacast concrete works operates without the necessary planning permission for its plant, a clear violation of established regulations. Additionally, a stop-work order issued by the Environmental Protection Authority (EPA) has been disregarded, further highlighting the blatant disregard for legal and environmental safeguards.
My concern extends to the apparent prioritization of concrete production for high-profile projects (e.g. Armadale Train Line) over the health and safety of local residents and the environment. While infrastructure development is undoubtedly important, it should not come at the expense of the physical and mental health of the community, nor should it disregard environmental regulations.
I implore you, as the Minister for the Environment, to take immediate and decisive action to address this critical issue. It is imperative that the government upholds its commitment to the protection of public health and the environment by ensuring that the Permacast concrete works complies with all relevant regulations and ceases its illegal operations.
I kindly request that you investigate this matter thoroughly, enforce the necessary penalties for non-compliance, and work towards a swift resolution that prioritizes the well-being of the affected residents and the preservation of our environment.
